It regarded the fact that there are tons of fake accounts posting in the contest with registration dates of early Feb, and their only post is within that contest.
What is a PM and how do we know when we get anything if we win?

A PM is a Private Message. Essentially, it's communication between only the person that sent the message and the recipient, so nobody else on the forum can see it. It would be wise to log into your account sometime around the 25th or 26th to see if you have a PM from me.
