Setting: Cant think of a name for a city, but there on the outskirts of the city there are mountains and beaches. outside of the huge city there would be a tropical paradise and some resorts like the ones in the Maldives (with underwater hotels FTW)

Story: The city is under a civil war between pretty much everyone but the four main factions are the Reapers, the Government, Mercenaries, and one large Mob that i cant think of a name for.

Reapers: Modern day grim reaperas sort of like a cult and they are one of the top assassins throughout the city and they use dark magic to get things done. Never show there faces (they are concealed within the hoods that they where).
Mercenaries: High tech gear and the elites of the corporation have a special suit that enhances their physical abilities.
The Mob: Vast numbers with lots of guns and a lunatic boss that will do anything to take over the city.
Government: due to the civil war the government just left the city to one of their generals and throughout the civil war he slowly started to corrupt.

Playable Characters:

Reaper: Male   Name is unknown but he is figureing out what his brother's (the leader of the cult) real intentions are and wy he wants Pandoras Box.
Mercenaries: Female   (Every story has to have a female fatale right.) Mercenary and the best one. She has a special physical enhancing suit that allows her to move extremely faster and hit harder.
Mob Character:Male     Ex Marine that went into training to become a free runnner/parkour.

got dragged into the mob for the money at first but was offered more and he stayed.

Government: Male       he was the perfect killer for the government............... until he found out why he was killing and hunting down his targets. They were trying to tell the rest of the world what was really happening to the gov.    
Story:
                        The Reapers have been searching the city to find Pandoras box until someone found it and turned it into the musium for money. The Mob hearing about this steals the box and they try to open it. The onlyproblem is they need the leader of the reapers scyth. The leader is brother of the reaper main character and is driven insane with obsession of the box and now instead of destroying it he wants to rule the world with nankinds ultimate demons. The gov is supporting the reapers and the mercs just want money and will do anything to recieve money. The Main Gov character is named Leo and he has been working for the city for years and finally sees the corruption in the government and goes rogue and creates a faction of one which starts the Assassins. He recruits more and slowly builds up his army and eventualy leads an assault on the Reapers and takes the box before they open it. The Reapers then make Leo th main target for all Reapers and to retrieve the box and then the main Reaper character supposedly assassinates Leo and they have the ceremony again and this time they are succesful and earths demons are released. The main Reaper character sees that he has been tricked and goes rogue and kills the main leaders of the reapers including his brother. Hihs bro is sent into pandoras box and trapped there until someone else opens it.

Main Merc female is wanting revenge because she was double crossed by her own coporation that she has served for countless years. She quickly found someone else to become allies with. She found him in need and helped out Leo then joined the assassins. She saved Leo's life when he lost his arms to the attempted assassination. When she joined the assassins she brought over some of the merc high tech weapons and gadgets that helped improve the odds against the assassins winning the war.

Mob character has been going undercover to bring down other gangs from the inside from the biker gang Spartens to the ninja assassin White Lotus and then he had a new mission to retrieve pandoras box before the reapers open it and in a couple of days he realizes that the box has been opened because everyone has been driven insane except for a fewpeople that have been trying to survive the chaos. He arrives at the reaper base and sees the reapers kill their leader and he takes the box and escapes.
