UPDATED AGAIN (Version 3):

I've written a plugin for Hazard's modmanager that allows you to customise the nano rifle, as well as changing the remote mine's explosion.

Readme:

<--INSTALLATION-->
You need hazard_x's modmanager installed to use my mod, the modmanager can be 
found here: http://dl.megamods.de/88
 
Once that is installed, simply copy my 'Goofs_weapon_tweaker' and 'SafehouseVehicle' 
folders into the 'mods' directory, replacing files as needed.
 
<--USAGE-->
For Harzard's Safehouse Vehicle Selector, simply select the vehicle you wish to 
spawn at each safehouse. The difference now is that I re-wrote the plugin so that it 
actually works ;P The only thing is, if you try to spawn big vehicles like the tank 
or bulldozer at Badlands, it won't work :( This is because the spawn area isn't 
physically big enough :(
 
For my new weapon tweaker, simply choose which explosion the remote mines should 
have and you're good to go :D Also, I've added the ability to customise the nano 
rifle to your liking. YOU can decide what explosion the bullets use, whether or not 
they penetrate structures, whether or not the explosions dissolve people/vehicles and 
finally, you can choose how the weapon fires: like a shotgun, semi-auto and auto. 
Unfortunately, if you choose the shotgun style, the bullets won't penetrate things. 
Choose semi-auto or auto for penetrating bullets. 
 
Using this mod, you can create your OWN rifle. Enjoy ;)
 
I've added a few new explosions, too:
 
<--Concussive Blast-->
As the name suggests, this an explosion with a huge area of effect. If you use one, 
it will severely damage a building near collapse, without actually breaking away the 
building. Use two however, and the building will literally explode, structure 
included. Three? Stand the %#^$ back. 0_o
 
<--Heavy Bullets-->
These will chip away at buildings, obliterate buildings, pwn humans and wreak general 
structural havok. Make them penetrating to shoot dudes through cover and put big holes 
on things :D
 
<--Nano Bullets-->
Like the nano rifle, but smaller, these shells will eat little holes in buildings. 
Set them to penetrate, it's like a stronger railgun, again carving a hole right 
through a structure.

Hey, I just got this mod, and it is easily one of the best. I just ran into a few problems.

-The singularity option for the assault rifle doesn't disintegrate people, just building pieces.

-This problem is a BIG for me, but I'm not sure if it is fixable. The mod affects all characters, I was hoping it would just affect Mason. It's not really fun when the EDF are shooting at you with building penetrating bullets. The simplest fix, I think, would be to change the edited weapon to something that is used less by the NPCs, like the Gauss Rifle. I'd really appreciate if you could fix this, or even give me some information so that I can change the weapon myself.

 Hmm, I'll look into it, this doesn't happen for me, all the EDF soldiers have their assault rifles stripped when this is active :(

If all else fails, like you said, I'll rewrite this for something like the nano-rifle, that way NO-ONE else can have awesome bullets ;)

I run the freeroam mod, so that might affect the EDF, and their loadout.  I changed the mod so that it changes the gauss rifle, it seemed more appropriate, because the gauss already did dammage to buildings. 

Do you think you could make a mod that changes the gauss rifle's bullets/explosions to those of the gauss turret?  I always thought the gauss turrets were cool, but could never figure out how to get their effects onto a weapon.

 Haha, you ninja'd me as I was uploading the new version :P

Like you said, the EDF loadout is back to normal now, and I've ditched the assault rifle tweak in favour of using the nano rifle. Now you can also customise how it fires as well ^_^

I'll look into the gauss rifle tweak as well, shouldn't be too difficult, although I'll probably put it under a separate heading in the mod manager.

Goof, I do so dearly hate to be the bearer of bad news, but the link for your second download is still dead, and I can't find it anywhere else. Come one man, a new link is a must! Your gun tweaker looks like an awesome mod, and I want to tweak myself a full-auto nano rifle with penetrating rounds the easiest way possible, and the fixed vehicle spawner might actually come in handy.

Also suggestions-wise? Expand your weapon tweaker to include guerrilla-only guns, such as the grinder; imagine one of those with shotgun-style nano ammunition and penetrating ammo.

Same for the Thermobaric Rocket Launcher. I don't think the awesome of three thermobaric rockets fired in a three-rocket spread or a five-rocket cluster...

Can anyone here say "Overkill"?
